Parse the list of scattering processes of a dsmc or background_mcc collision and build the corresponding ScatteringProcess objects.
For each name in <collision_name>.scattering_processes, this reads the associated cross-section file (<process>_cross_section) and energy cost (<process>_energy). The energy is required for excitation and ionization processes, and optional (defaulting to 0) for all other processes.
